M&E Specialist, Sri Lanka Civil Society Organization Program
Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Monitoring and Evaluation (M&E) Specialist for the anticipated USAID-funded Sri Lanka Civil Society Organization Program. The anticipated objectives of the project are to strengthen civil society organizations’ (CSOs) technical capacity, financial sustainability, and ability to constructively engage the public and the government as a key driver of reform in Sri Lanka. This program will seek to build cooperation among CSOs, including between Colombo and provincial-level CSOs, and expand CSO partnerships and consultative processes with the Government of Sri Lanka to improve the civil society enabling environment and secure space for civil society engagement on policy reforms.
The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

Position Description
POSITION TITLE: M&E Specialist, Sri Lanka CSOP
LOCATION: Sri Lanka
DEPARTMENT: Civil Society & Education
REPORTS TO: Deputy Chief of Party, Sri Lanka CSO Project
Position Summary:
The Monitoring and Evaluation (M&E) Specialist will be responsible for developing and managing M&E systems and processes for a high-quality, results-driven program focused on strengthening civil society organizations’ (CSOs) technical capacity, financial sustainability, and ability to constructively engage the public and the government as a key driver of reform in Sri Lanka. Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:
The M&E Specialist will oversee the implementation of the program’s M&E activities and data reporting requirement. S/he will also serve as the liaison for USAID on M&E matters, as well as any external evaluation contractor throughout the life of the project. S/he will have overall responsibility for assuring that all M&E requirements are fulfilled to achieve the best result. Specific responsibilities include but are not limited to:
• Develop and steer implementation of the Sri Lanka CSO Project monitoring and evaluation plan (PMEP);
• Design monitoring and evaluation tools and processes and monitor project process;
• Ensure timely collection, verification, and analysis of data for all program indicators, and their timely delivery for quarterly and other required reports to USAID and other agencies as appropriate;
• Supervise timely and accurate reporting of quantitative and qualitative data by program implementing partners, in cooperation with other program staff;
• Validate data from program partners and staff, including through field monitoring visits;
• Prepare interpretation tools (e.g. tables and charts) of data extracted from the Sri Lanka CSO Project database as needed;
• Design/update data collection instruments, schedules, analysis methods, and applied technologies;
• Develop capacity of implementing partners to institute appropriate M&E systems within their organizations;
• Identify, document and share learnings acquired as a result of M&E to inform program planning;
• Build the capacity of local staff to assist in data collection and M&E reporting;
• Other duties as assigned.
Education: Master’s level degree in statistics, economics or a related field, specialized training/certification in monitoring and evaluation preferred. Alternatively, a bachelor’s level degree with seven years of relevant work experience.

Work Experience:
• At least four years of relevant M&E experience in international development, including experience and/or technical knowledge in the design and management of development projects.
• Substantial demonstrated experience in providing capacity development and technical assistance to local governments through measurable competency based approaches.
• Proven experience building capacity of CSOs for greater public participation and constructive engagement.
• Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
• Ability to train and develop capacity in field staff.
• Strong planning, community mobilization and inter-cultural communication skills required.
• Experience working on a USAID-funded or other donor project pertaining to technical and organization capacity development.
• Understanding of national level MIS approaches and existing government databases/data collection preferred
• Experience working in Sri Lanka strongly preferred.

Skills/Knowledge:
• Strong management, communication, and negotiation skills, and the ability to collect data among a number of partners
• Knowledge or understanding of civil society strengthening programming, including proven methodologies to build technical skill and financial management capability of CSOs
• Knowledge of USAID regulations, policies, and procedures or those of an equivalently complex international government funding organization.
• Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills, and excellent written and oral communication skills.
• Fluency in English and Sinhala and/or Tamil is required.
• Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
• Familiarity with database and statistical applications such as SPSS, SAS, or STATA preferred
